Place water, bay leaves, and lentils in a pan. Bring to a boil, then simmer, covered, for 30 minutes. Remove bay leaves and drain. Partially mash lentils.

Fry onion and carrot for about 5 minutes or until tender.

Combine lentils, onion mixture, and remaining ingredients. Stir well. Cover and chill 45 minutes.

Form into 8 patties. Cook each patty over medium high heat, 5 minutes on each side.
